Level 95 Elders do not drop their loot on the ground. Instead, a container can be claimed once a day from each elder by completing its associated dungeon quest. The dungeon quest can be completed any number of times for the gold and XP reward. However, the container is awarded only once per day per character.
Each elder rewards a chest, satchel, or bag corresponding to gold, silver, or bronze/no reward completion times.
To use Blighted Recipes one must the appropriate specialization and then locate the corresponding NPC in the Blighted Isles (see each island's Wiki page for a listing of the NPC). The two specializations are for Preparation and Potions and those NPCs are in Ash White (Potions) and Dusk Twins (Preperation).
